• Regulatory-Tariff Support

Working in conjunction with Utility companies, National Regulatory Authorities, and Ministries:

• Assist with the implementation of uniform system of accounts for electricity, natural gas, district heating, water and wastewater sectors.

• Develop the utility total annual revenue requirement for the selected historical (test) year, together with the revenue requirement five-year forecast.

• Separate the total cost of service between operational areas (e.g., water and sewerage services), known as cost functionalization, as needed.

• Develop the class allocated cost of service study for the specific operational area to determine the cost to serve each well-defined customer class, and to quantify the level of class cross-subsidy.

• Develop proposed tariff rates for each customer class for the five-year tariff plan.

• Estimate the customer bill impact of the proposed tariffs.
